The company RFI Rete Ferroviaria Italiana, Gruppo Ferrovie dello Stato S.p.A. (Italian Railway Network), hereinafter also called “Authority in charge of competition announcement” announces an international design competition for the construction of the interchange railway station between the line Monte del Vesuvio and the Circumvesuviana line, in accordance with article 235 of Legislative Decree No. 163/2006.
2.1 Territorial background and urban plans
The located area for the future settling of the Station falls within the territory of the Municipality of Striano (Province of Napoli), adjacent to the municipalities of Sarno and Poggiomarino, east of the Vesuvio volcanic complex, in the plain of Agro Nocerino Sarnese. This area, characterized by a prevailing agricultural activity, displays sparse and low-density settlements, frequently dot-like ones, related to the agricultural and food industry, to the processing of agricultural produce and the canning industry.
The three municipalities as a whole, border clockwise the three municipal territories of Lauro and Quindici (in the Province of Avellino), Bracigliano, Siano, Castel S. Giorgio, Nocera Inferiore, San Valentino Torio, Scafati (in the Province of Salerno), Boscoreale, Terzigno, S. Giuseppe Vesuviano e Palma Campania (in the province of Napoli). Besides, the concerned area is delimited by the coast urban area of Torrese Stabiese conurbation, to the south-west, and by Sarnesi preappennines mountains, which connect the Agro Nolano with the Agro Nocerino Sarnese, north-eastward.
In the specific instance, the area provided for the construction of the new station is located in the crossing between the Circumvesuviana railway and the High-Speed railway line Monte del Vesuvio; outside the boundary which the PRG (General Planning Scheme) defines - in accordance with the new highway code - as eminently urban areas; in a zone of settlements dotted with sparse buildings, frequently isolated. This area is delimited to the south by the boundary of the Municipality of Poggiomarino and is included in a zone for which the PRG provides its destination as E Zone. Agricultutal E Zone includes all the non-building areas of the municipal territory destined for agricultural, horticultural, floricultural and similar activities; it is divided into E1 and E2 Subzones. Regular agricultural E1 zone is made up mainly by orchards and/or hazel groves and sown grounds in non-urbanized area. Valuable agricultural E2 zone is made up mainly by well-irrigated sown grounds, with valuable crops and market g ardens for cyclic intensive production, in non-urbanized area.
Along the new railway line - which crosses transversely the E zone, located south-west of the inhabited area - a 30m. buffer zone from the railway track is envisaged. In it, new buildings are not allowed; while pedestrian cycle paths, roads and public parking areas are permitted. In any case, in order to define the buffer zones, the PRG refers to the New Highway Code (Legislative Decree n° 285/92 and subsequent amendments and riders), which at any rate overrides planning regulations for all of the Uniform Zones.
2.2 Purpose of the competition
The purpose of the competition is the development of the preliminary plan of an Interchange station between the High-Speed railway line Monte del Vesuvio and the Circumvesuviana railway in the Municipality of Striano, a parking area for the station and the arrangements outside the building.
The design shall be in accordance with the Region of Campania’s general strategies of operation, aiming at the construction of the Regional Integrated System of Transport, whose goal is to make a system of regional railways networks, urban railways and other systems of public transport as a whole, in order to improve regional and sub-regional transport mobility.
The design originates from the expectations of the Agreement among the Region of Campania, the RFI Rete Ferroviaria Italiana S.p.A and the Circumvesuviana S.r.l., undersigned on May 7th 2004, and becomes an integral part of the future infrastructural layout concerning the railway route “Roma-Napoli-Bari”, also inclusive of other railway infrastructures included in the Regional Transit system, with the Agreement among the Region of Campania and Ferrovie dello Stato S.p.A. (State Railways Company), undersigned on March 30th 2007.
The future station is therefore part of executive and facilities redevelopment of railway transport in the territory of the Region of Campania and of the relative interconnections with the rest of the national territory.
2.3 The design area
The new interchange Vesuvio Est station will be achieved in correspondence with the junction of the High-Speed railway line Monte del Vesuvio and the Circumvesuviana Napoli-Ottaviano-Sarno railway line, and the stations of Poggiomarino (Province of Napoli) and Sarno (Province of Salerno); in barycentric position regarding the current infrastructural system and the consequent organization of territory.
The design area is therefore located in the Municipality of Striano (Province of Naples), a rural town in the Sarno valley which rises to the right of the homonymous river and extends over an area of 7.58 sq. m. at an altitude of 22 metres above sea level.
In the specific instance, the area concerned by the construction of the new station is located south-west of the inhabited centre, adjacent via Sant’Arcangelo, in an urban context characterized by the presence of agricultural activities, with greenhouses and sparse buildings, and a modest road system. The main road links in the area surrounding the design area consist mainly of the A30 - to which a connection is possible through the junction of Sarno - and the SP 106 (Provincial Road of Striano Sarno). Other main road links are the SP 84 (Provincial Road of Striano/Poggiomarino) and the SP 267 (Provincial Road of Pataffio).
2.4 Guide-lines and functional program of the new High-Speed station
The design shall envisage the development of the station in 3 functional stages.
The first stage, coinciding with the activation of the station - time horizon 2015, shall envisage an area of about 3,000 sq. m. gross floor space (s.l.p.), excluding platform level, considering a flow of 3,000 users per day, with a maximum peak of 450 users per hour.
The second stage - time horizon 2020 - shall envisage a possible extension up to about 6,500 sq. m.
The third stage - time horizon 2030 - shall provide a further development of the station and an icrease in the total surface up to a maximum of 8,000 sq. m.
Furthermore, the design shall envisage that the first functional stage, including the subway, be achieved in a maximum of 2 years and, in any case, not before the completion of the works concerning the rail level, including the platforms.
The above-mentioned space of time is to be considered for the mere construction, i.e. net of the time concerning the peliminary plan and its consequent approval.
The design shall envisage the shelters for the platforms.
2.4.1 Guide-lines
The new station, conceived to serve both the Circumvesuviana railway and the High-Speed railway line Monte del Vesuvio, shall be designed by following the new guide-lines for medium-sized stations of the national network. Therefore, the new station shall be both a transport junction and an urban services centre. The reference model envisages the co-presence of both structures closely related to train services (ticket offices, luggage, reception, access to trains, etc.), and structures destined to comfortable waiting areas (shopping centres, refreshment bars, etc.), following the example of the most modern airports and the model of the High-Speed network stations already designed.
The new station shall be functional, despite the complexity of its different functions. Travellers which will use it everyday shall have to be received in modern spaces, with adequate dimensions and light, and they shall have to find all the services they will need.
The easy and functional transition between the different transport modes (especially in the interchange with the Circumvesuviana) and the management of service activities (deliveries, goods’ storage and waste disposal) shall be ensured. Special attention shall be paid to the design of the spaces for embarkation/disembarkation of passengers and loading/unloading of goods. Furthermore, it is essential that the two main activities of the Passengers’ Building - travellers’ and trade services - shall be carried on efficiently and without any mutual conflicts.
The location and the organization of areas destined to commercial activities shall have to ensure a good attendance; the flexibility of spaces and the ability of the Passengers’ Building to adapt to the demand for services shall have to be ensured; in that the number of visitors and travellers will vary during the whole day, and the areas of the station shall therefore permit an efficient management of the peaks.
Designs shall have to be realistic in the choice of technologies and materials used to build the new station, ensuring durability and low costs of maintenance and management. It is not a question of limiting the audacity and the expressiveness of architectural proposals; but of ensuring efficient durability of the station over time. Therefore, participants are recommended not to opt for short-lived architectural choices and perishable materials, both inside and outside the building. Besides, particular attention shall have to be paid to natural lighting of the areas, to soundproofing, to air conditioning, if any, and to the choice of finish materials, which shall take the people attending the facility into account The design of the building shall be aimed at the maximum energy conservation.
2.4.2 Design restrictions
Required by RFI RETE FERROVIARIA ITALIANA (Italian Railway Network): - the works shall be executed taking the functionality of the traffic of trains into account, opting for building technologies and solutions leading to no interruptions and restrictions to the railway operation;
- the compliance with the configuration of the rail level: tracks, platforms, contact line, as described in the document, annex No10 to these Regulations;
- the compliance with the minimum distance from fixed obstacles in platforms 3,50 mt;
- the compliance with the maximum limit of the total gross floor space (slp) as per item 2.4.4 “functional requirements” of these Regulations;
- the compliance with the layout of the road system in the border with the access points to the concerned areas, as reported in annex No. 4 attached to these Regulations;
- to provide a subway for the transit between the two tracks of the High-Speed (AV) line.
Required by Circumvesuviana: - the preliminary plan shall refer to an infrastructure for a single track, along which a stopping area in line with only a platform shall be envisaged;
- a solution which afterwards allow to double the same railway with a wheelbase 3.30m far off the existing one and a second platform shall be envisaged;
- for safety reasons, it is not allowed to envisage either rail level crossings or subways; therefore, only an overpass may be envisaged for the transit;
- it is necessary to foresee, also in the sight of the optimization of the volumes and of the service lent, rooms for a railways stop (ticket selling, maintenance, entrance control system, systems and plans rooms, public toilettes), with access areas, conditioned by a checking system, functionally linked to the external ones (parking area) and to the railways.
2.4.3 Further prescriptions
- Integration into the town. The design shall integrate well into the surrounding urban context, which is marked out by predominant rural character.
- Quality and clarity of inside areas. Travellers and the other people attending the station shall move within pleasant, well-lit and modern areas. The routes shall be clear and direct. All the facilities shall be easily identifiable.
- Dimensioning of the areas. All the areas, distribution concourses, mechanized circulation areas, shall be correctly dimensioned according to the crowding conditions expected. It is necessary to ensure the highest level of service to travellers and visitors during the whole day, with correct management of traffic peaks.
- Flexiblity. Flexibility of the areas shall be ensured and the station shall be capable of adapting to any changes in the demand for facilities.
- Working of different activities. The different activities, both linked with railway operation and linked with other functions (deliveries, goods’ storage, waste disposal) shall be carried on efficiently, without any mutual conflicts and, as much as possible, without any flow mixture.
- Intermodality. The easy and functional transition between the different transport modes shall be ensured.
- Quality of traveller service. Location and functional organization of the areas for shops shall ensure good conditions for their attendance.
- Construction durability and reduction of operational costs. Designs shall be realistic in the choice of construction technologies and materials, ensuring durability and low maintenance and management costs. It is not a question of limiting the boldness or the expressiveness of architectural proposals, but of ensuring efficient durability over time. Therefore, participants are recommended not to opt for short-lived architectural choices and perishable materials, both inside and outside the building. As far as possible, particular attention shall have to be paid to natural and artificial lighting of the areas, to acoustics, to air conditioning, if any, and to the choice of finishing materials, which shall take the people attending the facility into account. The design shall be aimed at reduced energy consumption and maintenance costs.
2.4.4 Functional requirements
The facilities that make up the Passengers’ Building are:
- Trains’ stop. Position and height of tracks, of platforms and the trains’ stop axis shall be respected. For each platform both an adequate number of connections and adequate escape routes shall be envisaged, to ensure a good operation of the station, according to the above-mentioned traffic expectations. Vertical connections (fix stairways and elevators) from and to platform level shall be provided, to be designed in accordance with the design guide-lines issued by the RFI Rete Ferroviaria Italiana , and with the safety rules in force.
- Pedestrians’ and vehicles’ entrances. Entrances shall be well positioned and easily identifiable. Adequate areas for long-time (Park and Ride) and short-time (Kiss and Ride) parking areas, possibly different areas for users of High-Speed/High-Capacity (AV/AC) facilities and users of Circumvesuviana facilities. Other areas shall be destined to tourist buses, police officers, accessibility for staff and facilities, emergency and disabled parking.
- Parking areas, bus and Kiss and Ride. With reference to time horizon 2015 and in accordance with the modal distribution assumed, the following areas shall be provided:
- 15 parking places for Kiss&Ride (3 for leaving passengers and 12 for arriving ones)
- 60 parking places for short-time parking, 10 out of them for Circumvesuviana facilities
- 530 parking places for long-time parking
- tourist buses: 2 stalls
- Concourses, connections and distribution areas. The routes shall be direct and easily identifiable, in order to minimize travelling and transit times among the different transport modes. Free areas for the storage of the trolleys and other areas equipped with seats for waiting people shall be envisaged. In the concourses and possibly at the main nodal points of distribution areas, in correspondence with adequate widenings, general arrival-departure indicators shall be provided. Along main routes and waiting areas, wide spaces shall be destined to advertisement communication; provided that they are not located near the information panels on railway operation. Horizontal routes shall be accessible to electric vehicles for safety, maintenance and cleaning. The overall surface shall be about 800 sq. m.
- Passengers’ Building. The passengers’ building shall be located near the main entrance and in such a position to allow an easy and functional access to trains. It shall have to include ticket offices, customer assistance desks, travel counselling and information desks, and be linked with the town information desk. The passengers’ building shall be integrated with car-hire points, information desks and ticket offices of other means of public transport, public telephone centre. The overall surface shall be about 80 sq. m., in addition to about 20 sq. m. for staff changing rooms.
- Commercial facilities. Areas for commercial facilities addressed to a quite wide range of consumers shall have to be provided: railway users who purchase in relatively short time, commuters interested in necessaries or that found it convenient to do shopping during the wait time, visitors interested in the shopping centre offer, or in the very long opening time of shops, these visitors go to the station not necessary to travel. Commercial services shall have to comply with high quality standards and be structured into trading units, each modular unit shall be about 30 sq. m. , modules may be aggregated, if necessary. The overall surface shall be about 800 sq. m.
- Banking and post facilities. Areas for banking and post facilities integrated with commercial services shall be envisaged. The overall surface shall be about 30 sq. m.
- Catering. A well-organized system of refreshment rooms and cafes capable of meeting very diversified requirements shall be provided. The overall surface shall be about 460 sq. m.
- Toilet facilities. Shall meet the needs of the disabled in separated facilities. The overall surface shall be about 60 sq. m.
- First-aid post and general consultancy. The overall surface shall be about 30 sq.m.
- Areas for station maintenance. Stores, changing rooms and executive offices for cleaning and waste disposal shall be provided. The overall surface shall be about 100 sq. m.
- Areas for public officers, fire brigade and management of crisis. The areas for public officers shall be located in a visible position, in order to prevent theft and vandalic actions, and to reassure visitors. Areas for fire protection shall be provided. A room to be used as operation headquarter for the management of crises linked with accidents of particular extent shall be arranged. The overall surface shall be about 60 sq. m.
- Offices for the management of the station. Offices for the administration and the management of the station and the commercial services shall be provided. It is to be hoped that offices be linked - adjacent or placed on top of it - the main ticket offices centre, and lighted with natural light. The overall surface shall be about 50 sq. m., in addition to about 30 sq. m. to be destined to the management of the parking service.
- Areas for railway facilities. Areas for the operation of the railway infrastructure (movement and traffic control), strictly related to the rail level, shall be envisaged. The overall surface shall be about 30 sq. m.
- Premises for technological systems. Premises for air conditioning system, electrical system, fire-fighting system, telecommunication, mechanical systems, plumbing and sanitary fixtures, safety and security (anti-intrusion, CCTV, access control, smoke detection system) computerized control systems of plants shall be provided. The overall surface shall be about 200 sq. m.
- Warehouse, store and service areas. They shall be suitable for vehicles and provided with adequate spaces for manoeuvring, loading, unloading and storing. Materials’ transportation shall take place through adequate routes and goods lifts and it shall not interfere with passengers’ flows. The overall surface shall be about 250 sq. m.
- Roofing. Making accessible to the public the roofing structures of the station by providing roof garden arrangements is a solution that may be taken into consideration. In this case, easily controllable accesses and the possibility that they may be closed during night hours shall be envisaged.
Based on what said before, a summarizing table of inside areas excluding platform levels, fire escapes, skylights of systems and plants follows below.
2.4.5 Fire safety
Emergency exits and entrances for vehicles, alarm systems, smoke and air emission system, fire extinguishers and special systems shall comply with the provisions of the regulations on fire safety in force.
2.5 Functional program of parking areas
With the aim of minimizing the impact on the territory, near the interchange station a multi-storey car park for about 530 cars shall be located, which shall be extended in compliance with the guide-lines that follows below.
Inside the station, areas for cash desks, offices for the management and the administration and premises for car-hire companies shall be provided. A sheltered pedestrian route linking the car park to the station shall be envisaged.
The dimensioning of parking areas has been differentiated depending on the future expectations of reference, respectively related to the first functional stage (2015), the second functional stage (2020) and the third one (2030). The relative requirements concerning the areas necessary for the construction of the parking shall be initially referred to the minimum value, to be later on extended depending on the increase in traffic. The dimensioning of car parks, subdivided according to the number of users of the High-speed railway line Monte del Vesuvio and the Circumvesuviana railway, indicating the number of parking places for long-time parking with Park and Ride (P&R) and the ones for short-time parking with Kiss and Ride (K&R) follows below.
2.6 Outside arrangements
Participants shall develop a general outline comprising a unitary plan of outside arrangements, including pedestrians’ and vehicles’ entrances to the station, indicating the areas concerned by the following stage and their purpose and the connections between the station and the surrounding road system.
2.7 Prescriptional nature of design guide-lines
Design restrictions envisaged at item 2.4.3 are binding. It is possible to partially derogate from the further requirements as per item 2.4.4 and the dimensioning indications specified in these Regulations, in this case the participants shall adequately provide grounds for this derogation, which will be assessed by the Jury.
2.8 Cost of the High-Speed station
The cost of the construction of the first functional stage of the station shall not exceed the value of 21 Million Euro, including the structures envisaged for embarkation/disembarkations and the relative shelters.
The cost of the envisaged works of the following functional stages shall not exceed the value of 11,5 Million Euro, the total amount of the station shall be 32,5 Million Euro.
The design competition takes place according to strict procedures opened to no more than ten participants, selected among the entered applicants in accordance with the procedures specified as follows. All those who meet the participation requirements as per item 3.1 and do not fall within grounds for exclusion as per item 3.2, are allowed to apply for the competition by sending the documentation specified at item 4.1.1. Twelve participants who will be asked to develop the preliminary plan of the architectural complex envisaged by the competition will be selected among the applicants in accordance with the criteria set at item 4.1.3.
The preliminary plans, who shall be submitted anonymously by the participants who get through the preselection, will be assessed on the basis of the criteria set at item 4.2.7. The winner will be awarded a prize and he/she will be entrusted with the development of the following stages of the design of the new Vesuvio Est interchange station, in accordance with the criteria set at item 7. The participants who submitted the preliminary plans but who did not win will have expenses reimbursed.
3.1 Participation requirements
Professionals, both individually and in design teams, professional companies, temporary groupings between the categories above, permanent associations, who are not forbidden to practise their profession either by the law, by contract or due to disciplinary provisions, may take part in the competition, with the exception of the grounds for incompatibility as per item 3.2 below. Engineering and professional companies shall meet the requirements respectively envisaged at articles 53 and 54 of Presidential Decree No.554/1999 and following amendments. Temporary design teams are admitted to the competition even if they are not formally set up yet, with the obligation to produce the commitment document for the constitution, in case of award of the contest. Each design team shall be make up of a professional who has been qualified for less than five years for the practice of his/her own profession in compliance with the rules of his/her own country. In case of design teams, all the team members are acknowledged equal titles or rights, as well as the authorship of the design entered for the competition. The particip ants entering the competition in design teams shall specify the name of the person who will be the team leader.
3.2 Grounds for exclusion
-
regular or substitute members of the Jury, of the organizational Secretariat of the competition, their husbands/wives, their relatives and relatives-in-law up to the third degree of relationship included;
-
those who have continuous working or collaboration relations with members of the Jury, of the organizational Secretariat or of the technical Secretariat of the competition;
-
those who took part in the preparation of the announcement and/or of the documents attached;
-
the employees of the companies belonging to the Gruppo FS (Italian State Railways Group) and of controlled and subsidiary companies are not allowed to take part in the competition;
-
those who have continuous working relations with Institutions, Public Administrations, excepted those who are expressed and previously authorized.
Participants are forbidden to take part in the competition in more than one temporary team, as well as both on their own and as members of a team. Single professionals are also forbidden to take part in the competition if they participate – under any capacity – in a professional company or in an engineering company taking part in the competition and of which the professional is managing director, partner, employee or freelance collaborator with a regular ongoing contract. The infringement of the rules above leads to the exclusion from the competition of both participants (single competitionants or teams).
Those who meet the conditions envisaged by article 38 of the Legislative Decree No.163/06 and following amendments are excluded from the competition.
It is moreover reasons of exclusion from the competition, the presence of situation of control and connection regulated by the art. 2359 of civil code.
3.3 Organizational secretariat
A suitable organizational Secretariat that will establish liaisons with the participants, for the forwarding of the competition documentation, for the material’s reception, for the supply of information, has been set up.

3.4 Technical secretariat
As regards the formal and technical assessment of the material submitted by the participants, the Jury will be supported by a Technical Commission appointed by the Authority in charge of competition announcement.
3.5 Jury
The Jury is responsible for assessing the documentation sent by the participants, for checking the compliance with the requirements and limits as per items 3.1 and 3.2 and for selecting ten participants that will be invited to submit the preliminary plan envisaged by the competition and for identifying the winning design idea among them.
The Jury will take any final decision on participants’ exclusion (item 3.2 of the Regulations).
The Jury is made up of regular and substitute members and this is the same for both competition stages. A President and a Vice-president will be appointed during its first meeting.
The activities of the Jury, which are valid with the attendance of all regular members of the Jury, are carried on in secret and will be carried on in Rome according to the calendar set by the Authority in charge of the competition announcement.
Decisions are taken by majority and are binding towards the Authority in charge of the competition announcement.
If a regular member does not take part in a meeting, he/she will be replaced by a substitute member, appointed by the President, for all the sessions of the competition stage (preselection or competition) that he/she missed. He/she can be reinstated at a later stage. If the President is absent, he/she will be replaced by the Vice-president.
Substitute members fully take part in the works of the Jury, with no rights to vote, with the exception of the case of appointment specified in the section above. If a substitute member does not take part in a meeting, he/she cannot replace a regular member for all the meetings of the competition stage that he/she missed.

The minutes shall concisely describe the assessment method adopted, the working procedure and the grounds for the choices made by the Jury.

All the drawings in the website are in the ".jpg" format, they will be given in ".dwg" and ".dxf" to the participants admitted to the Competition.
4.1 Preselection
4.1.1 Documentation required
Those wishing to enter the competition shall submit the following documentation, on pain of exclusion:
- File introducing respective teams;
- File containing administrative documentation;
- Bill with a short introduction of the team;
- CD-rom with the images of at most 10 words.
The name of the representative team member and the title of the file (“Team introduction”, “Administrative documentation”) shall be specified on both files. The files “Team introduction” and “Administrative documentation” shall be delivered in double copies. The material delivered will not be returned to the participants.
A. File titled “Participant introduction” in A3 format made up of:
- cover with the name of the participant or, in case of temporary design teams, of the team leader (professional or company) and the file title;
- maximum 2 pages (4 sides of sheet) illustrating the design team composition with relevant specific skills;
- maximum 4 pages (8 sides of sheet) of professional and scientific CVs of the team members (4 pages for the whole team, not for each member);
- maximum 10 pages (20 sides of sheet) of images and texts illustrating the works that the participant regards as most significant, either built or non built, with particular reference to the purpose of the competition (exchange junctions, railway or underground stations, airports, …);
- short table of the works shown (see Form 1).
The illustration of the works as per item 4 shall contain the following information:
- short description of the work;
- quantitative data concerning the work volume and area and cost of the work;
- the client;
- kick-off of the works and date of completion of the work, if built, or work progress percentage if the construction is still under way;
- role and professional activity carried on in the work design by the participant or by the member of the team who participates in this competition.
All the teams have to submit the same amount of documentation, regardless of the number of the team members.
B. File titled "Administrative documentation" in A4 format containing:
- cover with the name of the participant or, in case of design teams, of the team leader (professional or company) and the file title;
- full composition of the design team: team leader (with office address, telephone, email), team members with relevant qualifications, data of inclusion into professional registers, and role played within the design team. If the team leader is a company, the name of the legal representative and of the technical manager, if this is a different person, shall be specified.
- in case of design teams, appointment of the person acting as representative team member and mandate given to this person to represent the team or statement in which the team members specify the name of the person who acts as team leader and undertake, if he/she were selected, to comply with the legal provisions in force as to the composition of temporary design teams (see form 2);
- statement signed by the participant in accordance with Presidential Decree No.445/2000 certifying that the participation requirements set at item 3.1 are met, that the are no grounds for exclusion as item 3.2, that they authorize the right to have the design exhibited and/or published and also to have the name of the designers mentioned, even if they did not win, and for engineering and professional companies the statement that certifies that they meet the requirements as per articles 53 and 54 of Presidential Decree No.554/99 (see Form 3). In case of design team, the statement above must be made by each team member .
- we wish to specify that the Authority in charge of competition announcement will communicate with the design team only by the email of the team leader;
- declaration of acceptance of the clauses of which to the Protocollo di Legalità, Legality File of Contracts, drowed up between the prefect of Napoli, the Regione Campania, the Napoli Chamber of Commerce and ANCI Campania, under the date of August the 7th 2007, undersigned for acceptance by RFI SpA under the date of December the 21st 2007 given according to the Presidential Decree n. 445 of the December 28 2000 (see Form 3/B);
C. Affiche
A vertical affiche in A2 format supported by a light rigid panel shall contain the identification of the team leader, images and texts concerning the works illustrated in file A.
D. CD rom
All the images in the CD shall contain the name of the team leader and information about the work shown.
4.1.2 Documentation delivery
The documentation required shall arrive - on pain of exclusion - in only one sealed envelope, not later than 6 pm of the day

(International design competition for the construction of the Interchange Station between the railway line Monte del Vesuvio and the Circumvesuviana railway – Entry). A receipt with delivery date and time will be issued on delivery, both by hand and by means of courier.
The deadline refers without fail to the date of delivery and not of shipment, whatever shipping method has been chosen.
In case of parcel miscarriage, the Authority in charge of the competition announcement will not accept any recourse by the participants and will not be liable for the receipt of the documentation beyond the deadline, due to misdelivery or postal or courier delays. The Authority in charge of the competition announcement shall not accept any parcel whose shipping costs are charged to the addressee.
4.1.3 Selection of the participants
As per item 3.5, the Jury will select the best ten participants to be admitted to the competition among all those who applied to take part in the competition in compliance with the conditions and within the limits set at items 3.1 and 3.2. The selection will be based on the following criteria:
- architectural quality and technical complexity of the works illustrated with particular reference to the works envisaged by the competition: 50%;
- quality of the professional and scientific CVs of the team members and organization of the team that provides the different specific skills necessary for the development of the design that is envisaged by the competition, such as the professional figures of designer, structural engineer, plant engineer: 50%;
As to the works illustrated at item 4 of the “Team introduction” file set out at item 4.1.1 above, higher importance will be given to the built and recent works. The Jury will choose the ten participants to be admitted to the competition within the sixty days after the deadline for documentation delivery. The selected participants are admitted to the competition tied with each other. The number of the participants admitted to the competition may be lower than ten units due to lacking entries or due to decisions rendered by the Jury in accordance with items 3.1 and 3.2, provided that the number of entries exceeds five units. If the number of entries is lower than five, there will be no second competition stage.
4.2 Competition
The competition is aimed at the selection of the preliminary plan of the new interchange Vesuvio Est station.
4.2.1 Participations procedures
The printouts of the participants in the competition will be anonymous. The participants selected with the procedures above are invited by means of fax by the organizational Secretariat to take part in the competition within five days from the notification of the decision rendered by the Jury to the Authority in charge of the competition announcement. The participants are bound to confirm their participation within ten days from the notification of the invitation by fax. In case of withdrawal by a participant admitted to the competition no replacement is envisaged.
4.2.2 Additional documentation
To complete and supplement the documentation provided with these Regulations, the participants admitted to the competition may receive further useful documentation for the development of the preliminary plan.
4.2.3 Site inspection and workshop
The participants admitted to the competition will be invited to take part in an site inspection of the area concerned by the design and to a workshop aimed at studying the programmatic targets of the second competition stage, the requirements by the Authority in charge of the competition announcement, the economic and operational reference framework, the procedural and regulatory context more thoroughly.
4.2.4 Clarifications
Any technical inquiry shall be sent in writing - by fax or email - to the competition Secretariat not later than 30 days from the over-the-spot investigation or workshop. For technical and organizational reasons, the Authority in charge of the competition announcement will not accept any inquiry beyond this date. A summary of the inquiries and of the answers to the most important questions will be sent by the Authority in charge of the competition announcement via e-mail to all participants within thirty days from the deadline above.
4.2.5 Required design printouts
The printouts of the participants in the competition will be anonymous. Any information that may jeopardize the anonymity of the participants shall be omitted, under pain of exclusion from the competition.
The participants shall deliver:
A.
a sealed envelope, specifying on the outer part only the “motto” chosen for the competition, made up of a maximum of four words and three Arabic numbers, containing:
- "motto";
- name of the group-leader.
B.
the printouts required for the entry in the competition, identified with the “motto” only, in accordance with the provisions envisaged for the preliminary plan under article 93 of legislative Decree April 12th 2006, No.163 and under articles 18 - 24 of Presidential Decree No.554 of 1999, in particular:
- model (scale 1:500);
- explanatory report in horizontal A3 format: it may be supported by images and graphic layouts, it will explain the design criteria with particular reference to typological, distribution and management aspects of the flows of people and objects. It shall also show the design compliance with the functional requirements and with the guide-lines set by the Authority in charge of the competition announcement. Finally it will include the simplified metrical computation of the works to be designed and the estimated costs according to the Form No 4; no further or different printouts are admitted;
- technical report in horizontal A3 format: it will include the description and the preliminary calculations of structures and plants; it shall provide the first information and guide-lines for the drawing up of safety plans and for the setting up of construction sites for the work. It shall also include the time schedule with the times for the main construction stages, as well as the description of these stages to justify their estimated time schedule with respect to the building method adopted;
- maximum ten tables in horizontal A0 format showing:
- layout and volumetry showing the integration of the design into the environment (scale 1:1.000);
- layout of the station specifying access solutions (scale 1:500);
- layout at the most significant heights, sections and views of the works that are envisaged by the design (scale 1:500);
- extracts of layouts, views and sections (scale 1:200);
- perspectives, axonometric projections and any graphic representation suitable for showing the design choices;
- a cd-rom containing the summarizing tables, as per Form 4 and a digital copy of the tables; in particular Autocad drawings shall be in .dwg and in .eps format for Adobe Illustrator; any photos and rendering shall be submitted as Photoshop files in .eps or .tif format with 300 dpi necessary resolution (printing format A3).
The printouts shall use the metric system as system of measurement and specify a graphic metric reference, in order to ensure also the publication in smaller formats. All graphic printouts shall specify the sentence, they may be drawn up in black and white or in colour and shall be delivered in double copies, one copy mounted on light rigid panels and one copy folded in A4 format. The reports shall specify the sentence, they can be drawn up in black and white or in colour and shall be delivered in double copies. Two further copies of the tables in a smaller A3 format shall be also submitted. A free printout (video, etc.) is possible. Such printouts will be held by the Authority in charge of the competition announcement. No further or different printouts are accepted.
4.2.6 Delivery of design printouts and of the additional administrative documentation
Whatever shipping method will be chosen, the whole documentation required shall arrive, on pain of exclusion, in sealed containers not later than 6 pm of the 120th day following the date of the fax with the invitation to take part in the competition, to the following address:

Besides, the Authority in charge of the competition announcement shall not accept any envelope whose shipping costs are charged to the addressee.
Entries will be assessed by a blind judging procedure. Any information that may reveal the anonymity of the participants shall be omitted, under pain of exclusion from the competition. If the Post administration or the shipping service used requires the name of the sender, in order to remain anonymous, the name of the Authority in charge of the competition announcement with the same address shall be specified.
4.2.7 Assessment and ending of competition procedures
The designs submitted will be assessed by the Jury, which decides within ninety days from the delivery deadline. The activities of the Jury will be carried on in secret. The Jury will examine the designs upon preliminary assessment by the technical Secretariat and will select the winning design on the basis of the following criteria:
- architectural quality and work functionality: 50%;
- compliance with the times and the costs of construction and management of the work: 50%.
One only winning design will be selected, with no designs coming equal first.
The winner will be awarded a prize of Euro 100.000,00 net of VAT and of social security contributions, if due. Each one of the participants who did not win but who submitted a preliminary plan in accordance with the functional program and complete with the required printouts within the deadline set, will have expenses reimbursed in the amount of Euro 25.000,00 each, net of VAT and social security contributions, if due.
The competition results will be published under article 236 of the Legislative Decree of Aprile 12th 2006, N. 163.
The Authority in charge of the competition announcement may entrust the winner with the final design of the Vesuvio Est station, in accordance with the rules and on the conditions regulating the activity in Italy.
To be entrusted with the final design, the winner shall meet, even as design team, the following economical and financial, technical and organizational requirements:
- total turnover for design service and relevant technical and administrative activities, that took place in the years 2003, 2004, 2005, 2006, 2007 not lower than Euro 3.614.600,00;
- in the last ten years, design service and relevant technical and administrative activities for civil constructions, and even less to the buildings of class I categories “b”, “c” e “d”, of which to the law N. 143/49 and Ministerial Decree 04/04/2001, for an amount of Euro 78.501.400,00; heating, conditioning and ventilation equipment for an amount of Euro 10.329.100,00; lighting, telephone and special equipment for an amount of Euro 14.460.800,00;
- in the last ten years two design operations and relevant technical and administrative activities for civil constructions for a total amount not lower than Euro 15.700.300,00; heating, air conditioning and ventilation equipment for a total amount not lower than Euro 2.065.800,00; lighting, telephone and special equipment for an amount of Euro 2.892.200,00;
- average yearly number of the people making up the technical staff in the last three years - including active partners, employees and consultants working as freelance collaborators with regular ongoing contracts on a yearly basis - of 15 units.
We wish to specify that the engineering service that can be assessed is the one started and completed in the ten or five years prior to the date of publication of these regulations, or the part of them completed in the same period in case of services started in previous times.
Remunerations will be calculated on the basis of the fees for engineers and architects applied in Italy, to which 20% reduction will be applied and according to what stated in the Form No.5.
With a view to the necessary requirements, the awarded participant may take some more people meeting the necessary requirements into partnership to set up temporary groupings, with exclusion of those people who, individually, as teams, as team members, or as consultants or collaborators of the participants, have either taken part in the competition or have entered the competition.
If the Authority in charge of the competition announcement does not entrust the winner with the further design within 12 months from the notification of the competition results, the winner will be granted the amount corresponding to the professional performance for the preliminary plan, from which the amount of the prize awarded will be deducted, as definitive indemnification.
The station design will be drawn up in accordance with the regulations in force and with the general directives and with any further technical specifications by the Client, which may ask for qualitative and quantitative changes or for improvements, also to have the design authorized or approved. This will not lead to any further remuneration in addition to the one set for the development of the design.
The property right of the design ideas submitted belongs to the competitioning authors, with the exception of the winning design, whose property right is acquired by the Authority in charge of the competition announcement after the prize payment. However, the designer maintains the relevant copyright and intellectual property right. In case of design teams, with equal titles and rights, the authorship of the participating project is recognized to all the team members. The Authority in charge of the competition announcement reserves the right to exhibit, publish or allow the partial or total publication of the printouts submitted to the competition without owing anything to the participants. Only after the publication of the final results of the competition, each participant who did not win is allowed to exhibit and/or publish the works he/she submitted. Starting from the sixtieth day from the end of the exhibition and within thirty days the participants who did not win may collect their own printouts at t heir own expenses. After this period the Authority in charge of the competition announcement will be no more responsible for preserving them.
Within 12 months from the announcement of final results, the Authority in charge of the competition will publish the designs submitted, even through an exhibition and/or the publication of a catalogue.
Italian is the official language of the competition. However, the use of the English language is allowed. With respect to the text of these Regulations and of relevant attachments, in case of disputes or contestation, wherever different interpretations between both texts are possible, the text in Italian will be regarded as valid.
The participation in the competition implies the unconditional acceptance of all the rules of the competition and of the Regulations by each participant.
Any disputes that are not settled out of court, fall within the jurisdiction of Rome Courts.
